On July 10, 2020, Louisiana Office of State Fire Marshal investigators filed a complaint in reference to allegations of abuse that occurred at the Pinecrest Developmental Center in Pineville, LA.
The suspects, identified as Casandra Montervall Frank, 50, of Morrow, LA, and Briana Nicole Thomas, 31, of Glenmora, LA, were serving in the capacity of a caregiver for the victims when the criminal acts allegedly occurred.
State Fire Marshall Investigators provided evidence related to the abuse, which was discovered by their office while conducting an unrelated investigation. Pinecrest Administrators were made aware of the allegations and per the center’s protocol, the suspects were removed from direct client care pending investigation.
During their investigation, Rapides Parish Sheriff’s Detectives established sufficient probable cause that supported the original allegations. Warrants were granted for Frank’s and Thomas’ arrest in reference two counts cruelty to the infirmed.
On July 23, 2020, Casandra Montervall Frank and Briana Nicole Thomas were taken into custody without incident and booked into the Rapides Parish Detention Center on active warrants. Frank and Thomas were later released the same day after each posted a $20,000 bond.
